BudgetTerm / BudgetArea relationship

Nominally, Remit supports associating BudgetAreas? with BudgetTerms? in a many-to-many relationship. This is used, for example, to encode the UA budget in Remit.

It should be verified that

• there are adequate tools for creating limited-time accounts
• the site usefully shows (or, really, refrains from showing as appropriate) such accounts (in particular, in the request reimbursement and reporting workflows)

I haven't really been paying attention to this recently, especially since ESP doesn't really need this.

This really sort of needs to happen before the fall UA budget does...
