Description

At the moment, the treasurer is the only person to approve requests. It should be possible for a committee chair (or equivalent) to approve requests within their budget areas, as a sign that the treasurer should proceed to put through the reimbursement request.

I don't think I want this to happen until #21 makes it easy to keep track of who the committee chairs are...
