Handle ecat3 purchases better

At the moment, it isn't very obvious how to record an ecat3 purchase. Given that a major piece of functionality of Remit is supposed to be reporting, this is a significant issue, especially for groups that do a lot of purchasing through ecat3. This probably wants to be another form that lets you enter amounts and GLs and generates a transfer but no voucher.
